Is RNG manipulation allowed?

Sorry if the answer is obvious, but is it frowned upon in this mud to try manipulating the (pseudo) random number generator?

When you say manipulating, what are you getting at? RNG is certainly a thing, and there are actions in game you can take to make it better for yourself such as wearing luck items or having higher hitroll or damroll.

If you think you've found a bug where you can manipulate RNG to your benefit then please log an ISSUE to make the imm staff aware of the possible bug. We'll investigate it and address it accordingly.

Knowingly abusing beneficial bugs is breaking Rule #9 and you're taking your life into you own hands if you do so. Generally imms don't take kindly to having to invest a bunch of our real-life time and effort catching cheaters abusing bugs and we get super cranky when we catch you. And we will always catch you.
