Elite Custom Race

Ok, so I know that custom race upon creation is there, but what if we had it so that those with elite chars or HoE or whatever, can make their own combination so to speak? E.G. I would love to play a Gnome Monk, but obviously that is not available for me to choose from. But it could be!

It got shot down in my poll for balance reasons. People don't understand that a giant warrior would two round it, though.
