Ashlyn, raising the pk level to 25 for Newbies actually sounds like a step in the right direction.
I am not against this idea, but I agree with Dav on this.

What if
We create a clan for Freelancers
That would be the epitome for new people and they would still be susceptible to PK but would have a leadership of training
like a coterie except for new players and give them ranks and special powers like a cabal but they dont need to have a cabal item or anything like that, maybe a library where they can read books published by scholars/mystics/heralds.
and then maybe after completing and retiring from Freelancer academy you will have the option to chase a dream based on your alignment/ethos to a coterie or a cabal
and cabal people can be asked by heralds/scholars/mystics to write books/scrolls so they can submit it into the "library" and it all kind of works as one cohesive unit which brings everyone together
Freelancer goes to lvl 30 i think? so have that be the "apply at this rank" demand of the clan/coterie (you don't have to apply, but otherwise you are not getting passed level 30 without choosing a class) Have the clan/guild go to 50.
if this was the case, i would stop freelancer rank at 25 unless they "opted out" of joining the Academy clan. If they opted out they would resume to 30 as normal and then be met with a decision on what they wanted to choose
if they opted in, then they could go to 49 and reap the clan/coterie powers and still have the option to choose class. if they hit 50 its instant death, and i get all their equipment for when i make a new character but only me though and not Xenyar
