Any interest in updating Keeper?

I like that Dogran is looking to recruit for Legion and actively asking questions about how to gain more interest.
With that in mind, what about Keeper? I don't know much about them, other than balance, they don't like people wearing rares or uniques, and no other cabals allowed.
And I never see one. The sloth thief was the first and only that I've seen. And he's gone. Why doesn't anybody play Keeper? It seems like it could be a fun direction/challenge - not really worrying much about gear and you can probably justify fighting anybody with their whole "we don't like other people wearing too many rares, either"
What's the story with them? Were they ever popular? Or has it always been the other 4 plus Keeper?
