Update to Harassment Policy (in-game)

Here is what the rulebook says:
The new text added from the last version is

AR has obviously a bit of wild west gunslinger feel where you solve your own problems , but there are on occasion some situations where you can't do that. So in that case you just need a rule in place and here you have it, you have actualy always had it but I added the text specifically to ensure its clear.
'HARASSMENT'
Everyone is welcome here, provided that they play by the rules. This means
also that NO personal harassment is acceptable in the Abandoned Realms game,
forum, or community. This includes sexual harassment, "death threats", etc.
Trolling those who are not in PK range can be viewed as harassment as there
is no direct means of recourse, especially when the character has no others
in PK range at all that could be talked into solving this "problem".
In particular, rules-lawyering (which includes the guidelines set out in
"help cabal conduct") via in-game notes, logboards and other OOC manners are
considered harassment and fall under the scope of this rule.
Due to this being a competitive PK'ing game, we anticipate that things will
get heated, especially between bitter rivals. However, the tolerance for
trash-talk is balanced by harsh punishments when that behavior has crossed
the line.
Harassment should be reported by the ISSUE command to ensure due process, and
and grievances should otherwise be handled IC'ly. Please do not take matters
into your own hands and attempt to provide unsolicited "coaching" or moral
high-ground brow-beating in tells. For instance, an evil seeing that a Knight will
not defend the castle is within their boundaries to call them a coward, but
it remains inappropriate to break immersion to play courtroom or call them out
via OOC channels.
The Immortals will have the final say on what is harassment. Multiple Immortals
will examine harassment cases before a call is ultimately made.

I suppose this is easier than the old Legion contract system but more involved for the Immortals...
I've totally contracted people who pissed me off before and they weren't in my PK range. In fact, I think I contracted a future Legion applicant at one point after a deal went sour and he wasn't aware he'd gotten on my bad side until he needed to renew his protection. When it became very expensive all of a sudden...

I thought maybe we did make that coterie come back recently (wasn't it on an accolade?) but I think it would be better if the Justice system just incorporated bounties. So meaning like, if someone is 5 star wanted, that sets the bounty, meaning town protection is gone and killing them nets you a ton of gold. Let anyone do it but have Dagnir restyled as Dagnir the bounty hunter so the player can mob and deny everyone the gold. that'd be down the road, if we do that. And someone wont like it I'm sure . But anyway, harassment is bad kids.

I agree harassment is bad (I had a personal stalker for 20-some years so I know all about it), and I was just trying to say alternate methods once existed.
